The journey

From the Brahmaputra’s front line to Assam’s digital backbone.

Ashwani Kumar joined the Indian Administrative Service in 2010. Early field postings in Dhemaji and Jonai built a leadership approach rooted in practical problem solving — managing relief and disaster operations, conducting the Mishing Autonomous Councils elections after a 22-year gap, and modernizing civic infrastructure.

As District Magistrate and Deputy Commissioner of Barpeta, he developed an IT Health Management System to make health-service delivery visible and accountable. His subsequent work across urban development and the Government of Assam’s technology portfolio has focused on making public systems simpler, faster and more trustworthy.

Today, as Director of DITEC, he leads and supports statewide initiatives spanning digital governance, information security, public data, e-Office, e-Prastuti and citizen services.

Conducted Mishing Autonomous Councils elections after a 22-year gap as Returning Officer, for a constituency where the majority of the population fell under his jurisdiction.

Led relief and disaster operations in Dhemaji District, one of the wettest, most flood-prone areas on the Brahmaputra.

Institution builder

Modernized Jonai with a public park, circuit house and office upgrades.
